If you wish to be removed, 'Reply' and let us know and we will remove your name from distribution. ---------- KEAHOLE TO KAILUA INFORMATION FORUM & FAIR http://co.hawaii.hi.us/info/k2k/luc-k2k.pdf County, State, Federal and private interests recently met in a cooperative Information Forum and Fair to discuss regional transportation and pollution prevention issues in the Keahole to Kailua corridor in North Kona. The meeting, co-sponsored by Hawaii County and the State Land Use Commission, was called in response to a condition put on TSA's industrial expansion at Kaloko Light Industrial Park. The objective of the event was to provide opportunities for information dissemination/clarification on transportation, infrastructure, environmental compliance and pollution prevention issues and the status of transportation and infrastructure plans for the North Kona region. The Informational Forum and Fair provided an unprecedented opportunity to meet and discuss issues and concerns with various County, State and Federal representatives. The participant list was extensive and diverse, involving the public, regional landowners and representatives, and a variety of County, State & Federal Departments & Divisions: County of Hawaii: Mayor's Office Planning Department Public Works Department Environmental Management Department Wastewater Division State of Hawaii: Department of Business & Economic Development Office of Planning Land Use Commission Coastal Zone Management Program Department of Transportation Department of Health Environmental Health Administration Environmental Planning Office Compliance Assistance Office Environmental Management Division Clean Air Branch Clean Water Branch Pollution Runoff Control Program Safe Drinking Water Branch Underground Injection Control Program Solid and Hazardous Waste Branch Wastewater Branch Natural Energy Laboratory of Hawaii Authority University of Hawaii Federal: National Park Service Fish and Wildlife Service The County's General Plan suggests residential, commercial, industrial, public sector and other development in the Keahole to Kailua corridor. Chris Yuen and Roy Takemoto, Hawaii County Planning Director & Deputy Director, highlighted some of the planning issues in the region, including proposed road alignments, anticipated growth patterns and land use designations. Dennis Lee, Hawaii County Public Works Director, spoke on the County's flood study in the neighboring area, as well as TSA's drywell monitoring demonstration project. Peter Boucher, Hawaii County Wastewater Division Chief for the Department of Environmental Management, spoke on the proposed changes to the Kealakehe Wastewater Treatment Facility, as well as discussed the proposed regional wastewater improvement district concept. Anthony Ching, Executive Officer with the State Land Use Commission, moderated a Pollution Prevention (P2) Planning Process where participants developed a pollution runoff planning model based on an assumed site, development proposal and geographical characteristics. Emphasis was looking beyond simply complying with environmental regulations and proactively planning a pollution prevention program that could mitigate impacts to neighboring communities and ecosystems. Brian Minaai, Director of the State Department of Transportation, presented information on the Hawaii Statewide Transportation Plan, Hawaii Long-Range Land Transportation Plan Update, Statewide Transportation Improvement Program, State Highway Projects and Impact Fees. This information forum and fair is part of an ongoing attempt to have parties work together, internally within the County, cooperatively between the County and various other governmental agencies (State and Federal,) and the various levels of government with the people we serve. The focus of the gathering was cooperative discussions about the future of this area. Fisher Entertainment completed filming the first 5 shows which are scheduled to air on ABC Family in January. Stay tuned for exact date and time. Ten more shows will be filmed in December and January. * Productions in the Sun completed a major still photo campaign for BMW. Several locations around the Island were used in filming. * Vision Internationale completed two documentaries, one on NELHA and the other "The Legend of Kamehameha". Both air on RFO TV, a station that originates in France and covers all French territories. * Key Crew Productions completed a TV episode for TV Asahi's "Super Morning" show. * Beyond Productions from Australia completed production for a documentary for the Discovery Communications' Travel Channel. The one-hour episode on the world's biggest and most spectacular natural and manmade creations will include a segment on Mauna Loa and Mauna Kea. * Bellevue Entertainment completed a program entitled "Secrets of Hawaii's National Parks" for the Travel Channel. Hawaii Volcanoes National Park will be featured in a segment that will show both the physical beauty and its culture and history. * High Noon Productions featured the ohia tree in a documentary for Home and Gardens TV entitled, "Celebrating Trees". * People and Places completed filming "The Adventurous Travels of J. F. Rock." The parcel is situated at the intersection of Kealakehe Parkway and Keohokalole Hwy (just below the water tank, across from the lower access road to Kealakehe High School.) The Executive Order is subject to disapproval by the Legislature by two-thirds vote of either the Senate or the House, or majority vote of both.
