KONA ROAD CONSTRUCTION
 
"Costco Intersection" Traffic Signals
 
Construction schedule for traffic signal at Queen Kaahumanu
and Hina Lani (Costco Road) scheduled to begin in March.
Mahalo to the State for moving on this project.
 
Kealakehe Police Station/Solid Waste Transfer Station
 
State Dept. of Transportation will start construction
(late-February or early-March) to widen Queen Kaahumanu
Highway at the Kealakehe Police Station/Solid Waste Transfer
Station intersection. Work will include widening and
addition of a turning lane. Later this year, work is planned
for signalization of the intersection. Mahalo to State.
 
Kuakini Highway Improvements
 
The County is in the design stages for road improvements on
Kuakini Highway between Palani and Hualalai. More to follow.
 
Mamalahoa Bypass - (Hokulia Project)
 
Mamalahoa Highway Bypass Road - eventually connecting Keauhou
to Napoopoo intersection (with a mauka-makai connector on
Haleki'i Street through Kona Scenic Subdivision) - is fast
moving forward. Construction to start soon. More to follow.
 
Lako Street Makai - County Moving Forward
 
The County is moving forward with the Lako Street makai
extension. The community is encouraged to get involved in
the planning and design process. Place and times for
meetings are being worked on and scheduling will be available

Lako Street Mauka - Gamrex Moving Forward
 
Gamrex (land owner and developer of the Kona Vista project)
is moving forward with plans to immediately begin
construction (as soon as permits are issued) of the mauka
connection of Lako Street (connecting Kuakini Highway with
Hualalai Road.) More info to follow.

PUAINAKO EXTENSION
 
Identified as one of the "top five" projects the Mayor
presented to the State Legislature prior to the opening of
the session, Puainako extension appears to be moving forward.
 
The Puainako project extends the Puainako Street mauka from
Komohana to Kaumana. Not only does it serve local needs, it
is also part of the broader Saddle Road realignment/
improvement project.
 
The Council has a bill before it that addresses some of the
funding issues relating to the road. More info to follow.

HAWAIIAN PARADISE PARK FIRE STATION WATERLINE
 
The County of Hawaii will be constructing a waterline for the
Hawaiian Paradise Park Volunteer Fire Station. The
construction project includes the installation of 8,150
linear feet of 12-inch ductile iron pipeline together with
fire hydrants along Paradise Drive in the Hawaiian Paradise
Park Subdivision.
 
The project is expected to take 150 consecutive calendar days
to complete. The project will start on March 23, 2001 and
end on August 19, 2001. This project is a cooperative effort
of the Public Works and Water Supply Departments.

WAIMEA TRAFFIC WOES - MAMALAHOA HWY (EAST SIDE)
 
Mamalahoa Highway construction at Puukapu (Honokaa side of
town in vicinity of Goodyear and Hairy's Barbering) is
expected for another three weeks. Road work involves
intersection improvements for the new Parker Ranch
Subdivision. Work includes widening and addition of turning
pockets and acceleration/deceleration lanes.

WATER CONSERVATION STILL IN EFFECT
 
With the exception of only a small handful of communities,
the island of Hawaii remains under drought conditions and
water conservation practices apply. Please, conserve our
island's water resources.

HALE HALAWAI CONSTRUCTION ON-GOING
 
While the bulk of construction and improvement to Hale
Halawai in Kailua is complete, portions of the rock wall
fronting the complex still needs work. The rock wall,
between the entry and exit driveways, collapsed when the
restoration work on Hale Halawai was being done. It was
therefore decided that a new accessible pathway from Alii
Drive be constructed.
 
This pathway, along with realignment of the driveway, is
currently being designed. Completion of the plans, securing
approval from the Kailua Urban Design Commission and
soliciting bids for the pathway and driveway will take about
six months. Hopefully, construction will start in September.
In the interim, the construction fencing will remain in place
for safety reasons.

KAILUA VILLAGE SIGNAGE - CLEAN-UP UPDATE
 
As previously reported, there are ongoing meetings with land
owners, property managers, businesses and community groups
(Chamber of Commerce, Outdoor Circle, etc.) to address issues
in Kailua Village. The initial focus was on signs; some may
have already noticed the removal of inappropriate sandwich
boards and banners in and around Kailua.
 
But, these meetings are not just about signs. Discussions
include Village-wide transportation, vagrancy, security,
cleanliness and a range of other issues. Our approach is
collaborative rather than confrontational and we meet in a
small, workable-size group. We agree to avoid name-calling,
finger-pointing, blame and other ineffective distractions.

Workshop participants are given a 150-page Summary of the
General Plan Revision Preliminary Draft. Included in the
Summary are all Facilities and LUPAG Maps (with preliminary
changes,) changes to the Goals, Policies, Standards and
Courses of Action and Amendments to Land Use Designations.
 
Review copies of the Draft Plan are available at all public
libraries on the island, the Planning Department in Hilo and
the Deputy Managing Director's office in Kona -- as well as
on-line through the link above. Your comments are
