NELHA BOARD RESCINDS APPROVAL OF CO2 SEQUESTRATION EXPERIMENT
 
At the February 20, 2001 Natural Energy Laboratory of Hawaii
Authority (NELHA) Board Meeting the CO2 Sequestration Issue
was addressed. The November 1999 approval in concept for
PICTNR to conduct the experiment at NELHA was rescinded by

KONA - HARD ROCK CRITERIUM CYCLING ROAD RACE - MARCH 3
ALII DRIVE CLOSED -- HUALALAI ROAD TO ROYAL KONA RESORT
RACE TO BE FILMED FOR E! WILD ON THE BIG ISLAND
 
The 3rd Annual Hard Rock Criterium cycling road race to start
7:30 am, Saturday, March 3 in Kailua-Kona. The series of
races stretch from Hale Halawai to Huggo's -- Alii Drive will
be closed to all traffic in this area from 7:30 am to 1 pm.
 
Races are run in various divisions - each divisional race
runs for approximately 45 minutes or more -- contestants race
in multiple loops between Hale Halawai and Huggo's.
 
E! Television will be filming 'Wild on the Big Island' in
association with this event. Show to air this summer.
 
Free Willie K concert fronting Hard Rock, starting at 5 pm.

KONA - KUAKINI HIGHWAY IMPROVEMENT BRIEFING MEETINGS
 
Meetings are scheduled at various times on March 6 & 7 in
Kailua-Kona to brief property owners, businesses and other
interested people on the County's Kuakini Highway improvement
project. Though six briefings are scheduled, each will recap
the same information --- you only need attend one briefing.
(For the public's convenience, we scheduled a selection of
meeting times to chose from -- they are open to the public.)

In addition to these briefings, in a month or so we will
schedule a community meeting to further discuss the project.
 
The Kuakini Highway Project runs from Palani Road to Hualalai
Road. Using federal matching funds, we will eventually build
a four-lane road with turning pockets, synchronized traffic
signals, bike lanes and sidewalks. The project is in the

HILO - MERRIE MONARCH FESTIVAL - APRIL 15 - 21, 2001

Hula Kahiko & Hula 'Auana Competitions - Sold Out

Merrie Monarch, a week-long festival of cultural events
including Hawaii's prestigious hula competition at Edith
Kanaka'ole Stadium. The festival begins with a Ho'olaule'a on
Moku'ola (Coconut Island) on Easter Sunday, April 15.
 
Starting Monday (April 16) a Hawaiian Quilt Show will be at
Waiola Visitors Center. Throughout the week - Hawaiian Arts
and Crafts and free hula performances around Hilo - call for
details. On Wednesday (April 18) there is a free exhibition
at the tennis stadium that begins at 6:00 pm.
 
Thursday (April 19) is the solo Miss Aloha Hula competition
(some tickets still available), Friday & Saturday (April 20 &
21) are the group Kahiko (ancient) and 'Auana (modern) hula
competitions (tickets are sold out). A grand parade winds
through Hilo-town on Saturday (April 21) morning.

VOLCANO - COMMUNITY CONCERNS
 
I will be at the Cooper Center Farmers' Market every second
Sunday from 7:45 am to 9:30 am (next on March 11) to listen
to Volcano resident concerns and answer questions about
government and local issues. Plan on a visit to the Farmers'
Market at the Cooper Center (Wright Road) - every Sunday
(8 am to 10:00 am - don't be late ... stuff sells out fast.)

WAIKOLOA'S 21st CENTURY LEARNING CENTER
 
Waikoloa Elementary School "rocks round the clock" in
offering services, activities, learning opportunities for
community members from pre-school through seniors. Funded
for three years for $300,000 by the federal government's 21st
Century Community Learning Centers Program, the vision is
schools working in partnership with organizations in their
community to provide expanded learning and enrichment
opportunities outside regular school hours.
 
Communities select programs from a priorities menu, such as
expanding child care and improving quality; reducing drug
abuse; assuring all children reach state content standards;
and expanding telecommunications and technology education.
The school is the site for most activities, ensuring better
use after school hours of what can be excellent community
meeting rooms and facilities.
 
Waikoloa now offers over 100 programs each semester,
including after-school tutoring, summer programs, extended
library hours and enrichment such as arts and music.

Following the Planning Department workshops, the revised
draft plan will be forwarded to the Planning Commission and
then the County Council for their review (with public
hearings) and ultimate passage by the County Council. There
will be future opportunities to provide public comment on the
revised plan at these hearings.
 
Review copies of the Draft Plan are available at all public
libraries on the island, the Planning Department in Hilo and
the Deputy Managing Director's office in Kona -- as well as
