WEEKLY REPORT
 
In this periodic e-mail memo we highlight activities and
issues around the island. We hope you find it useful.
 
If you know of others that may benefit from this memo, please
let us know their names and e-mail addresses and we are happy
to include them. If you wish to be removed, 'Reply' and let
us know and we will remove your name from distribution.
 
The intent of this report is to provide information about
what is happening on the Big Island. We are trying to open
and extend lines of communication between County government
and the people we serve. We are trying to be helpful.

  HAWAII COUNTY MASS TRANSIT EXPANDING OPERATIONS

Several projects are being worked on and considered in the
expanded service planned by the Hawaii County Mass Transit
Agency. Here are only a few of these projects:
 
Mooheau Bus Terminal Management
 
We are currently working on an agreement with the Hilo
Downtown Improvement Association (DIA) to manage the Mooheau
Bus Terminal facility. Duties will include selling bus
tickets and dispensing schedule information, providing
information on downtown businesses and assisting in the
maintenance and upkeep of the terminal. Funds have been
obtained to renovate the facility - the County will provide
materials and DIA will provide the man power and design
duties.
 
Hilo and Kona Airport Bus Service
 
Plans are underway to implement bus service in the Hilo and
Kona areas to service their respective airports.
 
Ocean View to South Kohala Bus Service
 
The Transit Agency will provide one round trip on weekdays
between Ocean View and South Kohala (Mauna Kea Beach Resort.)
The Agency is establishing proposed bus fares for this
service - fares need County Council authorization.
 
Hilo Zoo Bus Service on Boat Days
 
Starting in July, 2001, the Mass Transit Agency will provide
transportation on Boat Days to the County Zoo in Panaewa.

HAWAII COUNTY TRAFFIC CODE - ABANDONED VEHICLES
 
The general provisions of the Hawaii County Code relative to
abandoned vehicles states that the County will remove
abandoned vehicles from most public or private streets.
Owners are responsible for removal from private property.

If a vehicle, trailer or equipment on wheels, whether
operational or not, is left unattended for more than 24-hours
on a most public or private streets, it is considered
abandoned and is declared a public nuisance.
 
The registered owner of the abandoned vehicle, trailer or
equipment on wheels can shall be subject to a fine of $25 and
all reasonable expenses incurred by such removal.

COMING ATTRACTIONS - FILM ACTIVITY ON THE BIG ISLAND
 
* USHUAIA is on the island and will be filming all next week
in remote areas.
 
* New York Times Television is completing a "Science Times"
segment for the National Geographic Channel.
 
Watch for: The State Farm commercial that recently filmed
here is due to air on CBS, April 29th, during the movie
"On Golden Pond."

FRIENDS OF THE PARK UPDATE - THANKS FOR YOUR INVOLVEMENT
 
Several groups have stepped forward and are helping our
County by participating in the Friends of the Park program.
Here are only a few of many groups that have helped;
Mahalo to all of you:
 
- Lions Club repainted the restrooms at Kaumana Caves.
- Hawaii Island Palm Society planted over 78 new palms at the
zoo - through various donations and Kaulunani Grant funds.
- East Hawaii Kiwanis planted 10 Hong Kong Orchid Trees and
many other trees and plants.
- Laupahoehoe School and Community repainted, planted and
repaired the Laupahoehoe Park.
- St. Joseph School scheduled Liliuokalani Park as one of
their clean-up and beautification projects.
- Waikoloa Village Outdoor Circle & Friends of Waikoloa
Community Park is including work in Waikoloa as part of
their Earth Day Beautification Project.
- The Travis Chong Eagle Scout Project included repainting
the pavilion, basketball court lines and planting shower
trees at Shipman Park.
- Kona Lions Club to build and donate 20 to 30 picnic tables
for various Kona parks.
- Various Waimea individuals and groups repainted and
improved the Waimea Community Center.

CAMPING PERMITS FOR SITES AT COUNTY PARKS ON THE WEB

at the eleven Hawaii County Parks and pay via credit card:

After booking and paying for the reservation online, you can
print the permit and take it to the park without having to go

Meetings are set up around the island with various community
groups & individuals and Peter T. Young, Deputy Managing
Director, to discuss regional issues and anything else people
want to talk about.

The intent of the meetings is to discuss issues of importance
to the community and investigate ways to make things better.
 
All meetings are intended to be pro-active as much as
possible, inclusive to make sure varying view-points are
discussed and solution-oriented. Basic ground rules are
simple: name-calling, finger-pointing, blame and other
ineffective distractions are discouraged.
 
While the meetings are open to the public, they are not
designed to be 'community forums' - I hope that we can keep
the size at a manageable level where we can get things done.
 
This is only the beginning ... we are all in this together,
let's work together to make this a better place to live.
