WEEKLY REPORT

The intent of this report is to provide information about
what is happening on the Big Island. We are trying to open
and extend lines of communication between County government
and the people we serve. We are trying to be helpful.

KOHALA INTERGENERATIONAL CENTER DEDICATED

The Kohala Intergenerational Center, situated in Kamehameha
Park, recently celebrated its opening, marking the completion
of a nearly ten-year dream by the Kohala Community to have a
place where the youth and older persons can congregate, share
time, talent and thoughts, and build self esteem.

Construction of the Center was a cooperative effort between
the County and the Community with residents and local
businesses donating their time and expertise.

The 2,680-square foot Center has a certified kitchen,
conference room, administrative office and storage.

The YWCA of Hawaii Island, in partnership with the Center,
will oversee and coordinate youth and senior programs. The
kupuna will support the youth, teaching them skills and
responsibilities, helping with school work, mentoring and
shaping attitudes and values of days gone by.

HAWAII INTERGENERATIONAL NETWORK - BRIDGING GENERATIONS

Hawaii Intergenerational Network (HIN) emerged as the
outgrowth of the first Intergenerational Conference sponsored
by Hawaii Pacific University in November 1993 with over 200
delegates from more than 125 organizations in attendance.

The apparent need to join forces and exchange ideas and
information resulted in the formation of HIN. In 1996, HIN
was incorporated as a tax-exempt non-profit organization.

 * HIN aims to encourage, stimulate and guide people in the
    use of intergenerational methodologies for addressing
    community and social issues.

 * HIN provides organizations and individuals with various
    resources - written materials, training conferences,
    special seminars, and a consultant network - to help
    support their intergenerational programming efforts.

 * HIN advocates statements, policies, and legislation, which
    help to promote cooperation and better understanding
    between different generations.

Senior Kupuna in the Preschools Project (SKIPP) is a program
designed to meet the needs of young children requiring
special attention by offering one-on-one in class support
from senior kupuna.

Intergenerational experiences link the legacy of one
generation to the future of another.

Seagull Preschool of Mauna Lani and Hawaii Intergenerational
Network have joined together to develop a kupuna program here
on Hawaii Island. Kupuna volunteers will provide one-to-one
attention to children who may need extra care.

Kupuna volunteers will help the teachers in the classroom by
providing individualized attention to a child for a short
period each day, or on selected days.

Kupuna volunteers may read to the children, sit and talk
story with the child and just help them to learn about
positive attitudes and behaviors that will prepare them for
success in school and life in general.

HAWAII COUNTY PLANNING DEPARTMENT

The use of land affects us all. Urban development in the
wrong places can cut off access to the ocean, cause impacts
to the quality of drinking water or coastal waters, or change
the rural ambience of our island.

On the other hand, we need good development to meet our food,
shelter, recreational and other needs. We need jobs. The
role of the Planning Department is to develop comprehensive
long-range plans to guide future growth in a manner that
balances public and private rights.

The policies set forth in the plans are implemented through
the zoning code, subdivision code, other regulatory permits,
capital improvements budgeting, and coordination with other
departments in terms of incentives and other programs.

The Hawaii County Planning Department has approximately
40 employees and operates on a budget of about $1.5-million.

The operations of the Planning Department are carried out
through the following divisions:

 * Ministerial Division. This division administers the
permitting requirements of the Zoning and Subdivision Codes
where the planning director is the decision maker (e.g., plan
approval, variances, subdivision approval, street naming,
ohana dwelling, farm dwelling); enforces provisions of the
codes; addresses complaints and violations; staffs the Board
of Appeals, including the coordination of public hearings and
contested case hearings before the Board of Appeals.

 * Planning Division. This division administers the
permitting requirements of the Zoning Code, State Land Use
Law, Coastal Zone Management Act and General Plan where the
Planning Commission and/or County Council are the
decision makers (e.g., Use Permits, Special Permits, Special
Management Area (SMA) Use Permits, State Land Use Boundary
Amendments, Rezoning, General Plan Amendments, Shoreline
Setback Variances); coordinates all public hearings and
contested case proceedings before the Planning Commission.

 * Long-Range Planning Division. This division coordinates
and maintains the short and long range requirements of the
General Plan and Community and Regional Plans; is responsible
for the General Plan Comprehensive review program and
recommends actions on other policy documents; monitors bills
during legislative sessions and helps to prepare draft
ordinances and statutes; conducts public meetings as required
in the adoption of rules for the department; administers the
SMA major and minor permit requirements; is responsible for
the County's participation in the State CZM program; and
administers funds and grants under this program.

 * Administrative Services. This division provides overall
direction, control and coordination of the department and its
programs; advises the Mayor and Council on planning matters;
provides support graphic and clerical services to the
divisions within the department; manages the Tax Mapping and
GIS programs; and coordinates the prioritization of the CIP
program for the county.

 * West Hawaii Office. This division administers and
implements permitting requirements of the Zoning code for the
West Hawaii region; prepares and processes West Hawaii
applications which must be heard by the Planning Commission;
staffs the Kailua Village Design Commission; and coordinates
special planning projects in West Hawaii.

Clearly, the single most important project before the
Planning Department is the General Plan Revision. The
General Plan embodies the goals, objectives and policies for
the long-range development of this County.

To keep this plan current and relevant, the plan is updated
every ten years. The department has been working on the
third 10-year review since the first General Plan in 1971.

The proposed General Plan revision is now before the County
Council and is the subject of public workshops & hearings.

Kona - 2 pm, June 19 - King Kamehameha Kona Beach Hotel

Future Planning Department Direction - There are a number of
initiatives that the department hopes to focus on in this
coming fiscal year including the following:

 * Public access policies.
 * Permit tracking system and streamlining.
 * CIP integration with General Plan.

ROTARY CLUB OF HILO TO BUILD BAYFRONT SOCCER PAVILION

In partnership with the County of Hawaii and the American
Youth Soccer Organization (AYSO,) the Rotary Club of Hilo
will construct a 1,000-sq. ft. pavilion at the Hilo Bayfront
soccer fields (near the recently built restroom facility.)

The Bayfront soccer complex is heavily used by Hawaii
Island's youths and adults (approximately 700 participate in
the AYSO soccer program.) We appreciate and thank all
involved for this significant contribution to the community.

VOLCANO - MONGOLIAN BBQ AND FARMERS MARKET - APRIL 13-14

Enjoy the weekend in Volcano for another Mongolian Barbecue,
Saturday, April 13 from 5 - 8 pm; a "don't miss" event at
Volcano's Cooper Center - take out or eat in. (Proceeds from
the event help support improvements and community programs
at the Cooper Center.)

Along with the 17 or more vegetables, tofu, both brown and
white rice, chopped beef and chopped chicken, there is
chopped pork, pineapple chunks, water chestnuts, hearts of
palm, macadamia nuts and mushrooms.

Line up & select your food - pay 50 cents per ounce, then
have one of the dozen or so people wok-cook it for you.

Stay the night in Volcano at one of the many bed and
breakfasts, inns or lodges and return to the Cooper Center
in the morning for the weekly Sunday Farmers Market.

HAWAII ISLAND ... THE "BIG" ISLAND

Hawaii Island, often called the Big Island -- so named
because of its relative size compared to the rest of the
island chain -- has a land area of over 4,000 square miles;
that equates to over 2.5-million acres --- actually
4,028.2-square miles and, thanks to the ongoing volcanic
eruption, still growing.

Hawaii Island is larger than Delaware & Rhode Island
combined; it's as large as Los Angeles County. The island is
large enough to fit the rest of the islands of Hawaii in
it -- not necessarily comfortably, however.

Considering our population of approximately 150,000 people,
we have about 37 people per square mile of land area -
compared to Oahu's nearly 900,000 people or approximately
1,460 people per square mile and Los Angeles County's
10-million people at about 2,450 people per square mile.

Bank is initiating a mobile food bank for those that need a
helping hand.

The University of Hawai'i at Hilo is midway through a review
of its strategic plan and seeks the public's input.

The Strategic Plan Review Committee has drafted broad goals,
objectives, and strategies to guide university decision-
making through 2007 and requests feedback on the draft plan
from the campus community and the general public. The
deadline for submission is Tuesday, April 9, 2002.
